Local Content Officer

The Guyana Petroleum Commission, regulator of the upstream oil and gas sector, is seeking Local Content Officers to monitor and enforce compliance with the Local Content Act 2021 by oil companies, contractors and subcontractors.

Key Responsibilities

• Monitor compliance with the Local Content Act 2021 by petroleum licensees, contractors and subcontractors
• Review and assess Local Content Plans submitted by oil companies
• Conduct site visits and audits at offshore facilities, shore bases and onshore project sites
• Analyse employment and procurement data to identify local content gaps
• Prepare compliance reports and recommendations for the Commissioner of Local Content
• Engage with Guyanese businesses and workers seeking to enter the oil and gas supply chain
• Maintain the Local Content Register and opportunities database

Requirements/Qualifications

• Bachelor’s degree in Law, Economics, Business Administration, Public Policy or a related field
• Minimum 2 years’ experience in regulatory compliance, audit, government or the oil and gas sector
• Strong analytical, report-writing and stakeholder engagement skills
• Knowledge of the Local Content Act 2021 and Petroleum Commission Act preferred
• Ability to work independently and manage multiple compliance files
• Open to Guyanese nationals only (public service position)
