Resident Engineer

Pace | Architecture, Engineering + Planning is seeking a Resident Engineer for a civil infrastructure (roads, culverts and bridges) contract in Demerara-Mahaica.

Key Responsibilities

• Liaise with and assist the Client and regional officials as required.
• Assist in reviewing the Contractor’s Performance Bond, retention bond, bank guarantee for advance payment and other guarantees, if any.
• Ensure the fulfilment of the obligations and duties of the Engineer’s Representative as described under the works contract agreement.
• Participate in the design review process and prepare proposals for the Client’s approval.
• Prepare modifications/amendments or design changes assisted by other staff.
• Issue the contractor with all copies of contract documents and design reports.
• Plan and schedule project activities.
• Prepare or review the Quality Assurance Manual.
• Organize documentation and filing system on the project site.
• Supervise site supervisory staff.
• Review, check, comment on and approve the contractor’s work schedule, method statement, equipment, and manpower.
• Monitor the progress of all project activities, including budget and time.
• Review and certify payment certificates.
• Assess variations and prepare variation orders.
• Provide technical assistance in all activities.
• Report on the contractor’s financial and time extension claims.
• Coordinate the team, assign duties, and check the performance of the team.
• Ensure reports, drawings, and photographs are recorded.
• Inspect facilities of the supplier’s and contractor’s personnel as required by the contract.
• Arrange regular meetings between the Contractor, client and supplier.
• Enforce works to comply with the works contract.
• Prepare all reports.
• Monitor environmental mitigation measures and follow up the implementation of awareness programmes, including for STDs and HIV/AIDS.
• In coordination with the site supervisory staff, provide on-the-job training to the Employer’s personnel.
• Inspect the road, prepare defect lists, and arrange joint inspection among parties for provisional acceptance.
• Issue substantial and final completion certificates to the contractor.
• Inspect the road during the defect liability period, arrange joint inspection among parties and prepare defect lists.

Requirements/Qualifications

• Minimum 20 years of total experience, including 10 years in engineering planning, design, construction, operation and management of civil infrastructure (roads, culverts, bridges, etc.).
• Completed 2-4 assignments as Team Leader in the field of civil infrastructure, in particular with experience in construction supervision.
• Minimum 5 years of international experience, preferably in countries neighbouring Guyana.
• Bachelor’s degree in Civil Engineering; Master’s degree preferred.
