Individual Consultant: Non-Revenue Water (NRW) Action Plan and Technical Support

Guyana Water Inc. (GWI) invites Expressions of Interest from qualified Individual Consultants to develop a Non-Revenue Water (NRW) Action Plan and provide technical support for its implementation.

This consultancy falls under the Guyana Climate Resilient Water Infrastructure Improvement Program (GCRWIIP), financed by the Inter-American Development Bank (IDB) (Operation No. GY-L1087, Reference No. GOG/IDB/IC/01). The consultant will be selected in accordance with IDB Policies GN-2350-15.

Duration

• Fourteen (14) months
• Location: Georgetown

Scope of Work

• Review the NRW activities already undertaken by GWI and recommend practical improvements in staffing, skills, tools and information systems
• Prepare a prioritized and practical NRW Action Plan for the Project Areas, including a workable governance structure, staffing, priority activities, and a reporting and decision making framework
• Establish a validated NRW baseline and reduction targets
• Provide technical guidance in developing terms of reference and functional requirements for a GSM and cloud based District Meter Area (DMA) monitoring system that captures daily flow, pressure and other key NRW performance data

Requirements/Qualifications

• Postgraduate degree in Civil, Water/Environmental, Hydraulic or Mechanical Engineering, Water Resources Management or another relevant discipline
• At least seven (7) years of relevant experience in water utility operations, NRW reduction and water distribution network management
• At least six (6) years of specific experience in IWA/AWWA water balance preparation and analysis, real and apparent loss assessment, and NRW reduction strategies
• Experience in DMA design and monitoring, physical and commercial loss reduction, and NRW monitoring tools
• Experience in staff training and working with water utilities in the Caribbean or Latin America

Consultants may not associate as a joint venture or sub-consultancy.
