The Guyana Emergency Medicine Authority (GEMA) is seeking a Finance Manager to oversee financial planning, budgeting, reporting, and compliance in support of national emergency medical services operations.

Responsibilities

  • Manage the organization’s financial operations, budgeting, and expenditure monitoring.
  • Prepare financial reports, estimates, and funding requisitions.
  • Ensure compliance with financial policies, controls, and procurement regulations.
  • Monitor departmental spending and recommend corrective actions when necessary.
  • Coordinate audits and implement audit recommendations.
  • Support asset management, procurement oversight, and medical consumables forecasting.
  • Work with operational teams on fleet budgeting and fuel monitoring.
  • Supervise finance and accounting staff and support staff development.
  • Provide training on financial systems and procedures.

Requirements

  • Master’s Degree in Finance, Accounting, Economics, Business Administration, or related field with 3 years’ experience;
    OR
  • Bachelor’s Degree with 5 years’ experience;
    OR
  • Professional accounting certification (ACCA, CPA, CMA, etc.) or Diploma with 7 years’ experience.

Skills & Competencies

  • Strong financial management, budgeting, and reporting skills.
  • Knowledge of procurement regulations and financial controls.
  • Strong leadership, analytical, and communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.

Working Conditions

May require extended hours, rotating shifts, weekends, public holidays, and emergency response duties during disasters or major incidents.
